Why every software engineer should read each of these books? Software engineering is not limited to web technologies, not all programs require knowing OOP, etc.

You are probably wrong, for example learning about clean code example is not only related to the web. Learning about data driven architecture or microservices architecture is not limited to web apps! So kindly do research more
