Sometimes we can access contents, which are restricted by our forward proxy, using a VPN server. That's because here instead of directly contacting to the restricted server, we contact to the VPN server, which is presumably not restricted by the forward proxy. Through that VPN server we can access the restricted site. But if we add the particular VPN server in our list of restricted servers, then we won't be able to access the VPN and hence the restricted site.
